Westmorland opposed 4-0 a proposal by Liberty Energy XX to construct a waste disposal plant near Niland. Liberty Energy has submitted an application for a conditional use permit which convert agricultural land to industrial land. The plant would be located within yards of Highline Citrus Orchards, a supplier to big name companies who supply citrus to national vendors. It would also be located within a bikeride to the Salton Sea.
